The signup process follows these steps:

Complete the membership form.
Verify your email address by entering the confirmation code you will receive by email.
Optional: Pay for a Basic membership via PayPal.

With PayPal credit card payments, your account will be activated automatically and you will be able to submit scores within one hour. E-check payments require 3-5 business days to clear, at which point your account will be activated.
